The Illinois Department of Insurance (IDOI) published Company Bulletin 2026-03 on February 6, 2026, replacing CB 2024-09, and providing updated filing instructions for the annual insurance supplier diversity reports required for submission on or after April 1, 2026, under 215 ILCS 5/155.49.
The IDOI states the reporting requirement applies to every company authorized to do business in Illinois or accredited by Illinois with assets of at least $50,000,000, including insurance companies, health maintenance organizations, limited health service organizations, dental service plan corporations and accredited reinsurers. The requirement excludes qualified group workers compensation pools, domestic captive insurance companies, fraternal benefit societies, and any risk-bearing entity that in Illinois transacts only Medicare Part C or D plans.
The IDOI adds that applicability does not depend on domicile and generally does not depend on lines of business except for the Medicare-only limitation. For the asset test, the IDOI instructs entities to use the Annual Statement’s total net admitted assets for the current year as shown on the Assets page filed with the Director for the year ending December 31 immediately preceding the filing (for the April 1, 2026 report, the year ending December 31, 2025). On submission, the IDOI directs risk-bearing entities and reporting groups to use the fillable PDF template published on the Department’s Insurance Supplier Diversity webpage and to file through SERFF, marking the report available for public access as required by 215 ILCS 5/155.49(b); the IDOI specifies the SERFF TOI “Annual Reports” and sub-TOI “Supplier Diversity Report”, and notes that entities writing both P&C and life or health-related business need submit under only one product line using that combination, with information not broken down by line of business.
The bulletin also provides formatting guidance for Questions 3–6, including comma-separated certifications and carriage-return-separated strings for goals and results using commodity codes/procurement categories, inclusion-supplier type, and a #/$/% as applicable. Entities in the same holding company system may file separately or on a group basis (without aggregating assets to meet the threshold). The bulletin points filers to the Department’s rule at 50 Ill. Adm. Code 910, and posted FAQs for further guidance, with questions directed to DOI.DataSecurity@Illinois.gov.
