Specialty Program Group LLC (SPG) has consolidated its transportation-focused businesses under a single platform, SPG Transportation, as part of a broader strategy to scale its national specialty insurance operations amid continued disruption in the US commercial auto and transportation insurance market.

The Chicago-based specialty insurance operator said Tuesday the move brings together Avant Brokerage, Avant Underwriters, BizCHOICE Transportation, and MOVER’S CHOICE into one unified platform serving trucking, last-mile delivery, and moving and storage risks.

The consolidation comes as transportation remains one of the most volatile segments of the US insurance market. Rising accident severity, nuclear verdicts, social inflation and higher repair and medical costs have driven sustained rate increases and tighter underwriting across trucking and commercial auto lines. In response, carriers have increasingly relied on specialist MGAs and underwriting platforms to manage complex transportation risks, deploy capacity selectively, and access niche distribution channels.

Plans for SPG Transportation

SPG Transportation will be led by Scott Hendricks as chief executive officer and Clayton Cavell as president, according to the company.

SPG said the move reflects its transition from operating a collection of specialty brands to building integrated national platforms, a model increasingly adopted by specialty insurance groups seeking scale, operational efficiency and stronger carrier partnerships while preserving underwriting expertise.

“By bringing our transportation businesses together under a single platform, we’re creating greater clarity in the market, strengthening collaboration across teams, and making it easier for brokers and carriers to access the depth of expertise and solutions SPG offers,” said Chris Treanor, chief executive officer and president.

The alignment is intended to support long-term growth while maintaining the specialised underwriting and distribution capabilities developed within each business, Treanor said.

Cavell said existing broker and client relationships will remain unchanged during the transition.

Consolidation trends

The move mirrors broader consolidation trends across the US MGA and specialty brokerage sector, where groups have been combining transportation, construction and casualty platforms to better manage risk aggregation, support national broker relationships, and respond more quickly to changing carrier appetites.

Firms such as RT Specialty’s transportation platforms, Burns & Wilcox’s transport division, and AmWINS’ trucking and transportation units have similarly developed dedicated underwriting and distribution capabilities to serve complex commercial auto and logistics risks. These MGAs have expanded their footprint over recent years through both organic growth and bolt-on acquisitions, aiming to offer scale and tailored solutions that traditional carrier direct channels sometimes find difficult to match.

Other market participants, such as All Risks’ transportation specialty teams and World Insurance Associates’ transportation practices, have also emphasized deep industry expertise, flexible capacity solutions and enhanced risk engineering support as differentiators. In many cases, smaller regional MGAs focusing on transportation have either partnered with larger platforms for capacity or been acquired as part of consolidation strategies.

As part of the SPG consolidation, transportation-related brand websites will be integrated into the main SPG website in phases throughout 2026. During the transition, brokers, carriers and customers will retain access to existing brand websites to avoid disruption.

Any operational changes introduced across SPG Transportation will be implemented gradually, with advance notice provided to stakeholders, the company said.
