Effective February 5, 2026, the Delaware Department of Insurance said a revised Domestic and Foreign Insurers Bulletin No. 98 is effective immediately and remains in effect unless withdrawn or superseded.

The Delaware Department of Insurance stated that, beyond its original focus on consumer complaint investigations, it now requests that carriers provide direct telephone numbers and email addresses for each contact type listed on UCAA Form 14, so the Department can reach the appropriate representative without delay; the Department noted that missing direct contact information can slow consumer matter resolutions by forcing investigators to use generic company inboxes.

The Delaware Department of Insurance said carriers may update UCAA Form 14 contact details at any time through SBS for Organizations, and that it will also continue to accept UCAA Form 14 submissions directly from carriers that choose to provide updates in that manner. For implementation, the Delaware Department of Insurance stated carriers are expected to notify it of contact-information changes within 30 days of a personnel change, except for the Catastrophe/Disaster Coordination Contact, which must be submitted immediately; carriers should also conduct an annual review of their contact information in SBS and update it as necessary.
