A wave of executive appointments have been announced across the insurance sector in the last 24hrs, with organizations ranging from mutual insurers to technology providers naming new leaders to guide strategic growth and transformation initiatives.
The Mutual Group, a member-based platform serving mutual insurers, announced Tom Troy (pictured top) as its next chief executive officer, effective Jan. 5, 2026. Troy brings over 30 years of insurance experience, most recently serving as chief transformation officer at USAA and previously as chief executive officer and president at CSAA Insurance Group.
“We are thrilled to welcome Tom to The Mutual Group,” said Chuck Chamness, chairman of The Mutual Group board of directors. “With his deep industry expertise, proven leadership and commitment to innovation, Tom is ideally suited to lead The Mutual Group as we accelerate our momentum and enter the next phase of growth.”
Troy will oversee strategic vision and platform expansion while delivering value to member organizations. His career includes an executive vice president role at Allstate, where he managed a multi-billion dollar portfolio of non-Allstate brands including Esurance and Encompass, plus senior leadership positions at Liberty Mutual and Safeco Insurance.

Troy succeeds David Charlton, who served as interim CEO following Tim Fleming’s September departure.

Plymouth Rock Assurance named James Foxx (pictured immediately above) chief of agency marketing for Massachusetts and New Hampshire within its Independent Agency Group. Foxx, who joined in September, brings over 25 years of industry experience, most recently as regional senior vice president for New England at Utica National.

Hamilton Insurance Group has appointed Mike Mulray (pictured immediately above) as chief underwriting officer at Hamilton Select, its US excess and surplus lines insurer, effective Oct. 20. Mulray spent over nine years with Everest, where he served as executive vice president and president of North America insurance.

Chubb has announced Brian Church (pictured immediately above) as division president of property and casualty for Chubb Overseas General Insurance. Church, who joined Chubb in 2005, will oversee international commercial property and casualty operations, including property, casualty, professional lines, energy and marine product lines.

Boston Mutual Life Insurance Company has appointed Kevin Burchett (pictured immediately above) as regional sales director for North Carolina and South Carolina. Burchett brings 31 years of experience from organizations including Harleysville Life Insurance, Colonial Life, Aflac, and Mutual of Omaha.

Howden, the global insurance intermediary group, has announced Susan Panuccio (pictured immediately above) as group chief financial officer, effective Jan. 6, 2026. Panuccio spent over 20 years with News Corp, serving as chief financial officer for eight years. Mark Craig, current group CFO, will transition to chief investment officer.
In the technology sector, Duck Creek Technologies has named Hardeep Gulati as chief executive officer. Gulati, who most recently served as CEO of PowerSchool for over 10 years, will focus on accelerating the company’s transformation into an AI-first enterprise. Mike Jackowski, CEO since 2011, transitions to vice chair of the board of directors.
JAB Insurance has named Michael Ferik as chief executive officer of Prosperity Life Group, effective Oct. 15. Ferik joins from Guardian Life Insurance Company, where he led retail businesses for life and disability insurances, annuities, and wealth management. He succeeds Nicholas von Moltke, who will become senior advisor to Anant Bhalla, executive chairman of JAB Insurance, to support the transition.
