The Nevada Division of Insurance has appointed Ned Gaines as acting commissioner after Scott Kipper’s departure from the post.
Gaines joined the division in April 2025 as chief deputy commissioner and will take on the leadership position while the state determines its next permanent insurance regulator.
Gaines brings over two decades of insurance and regulatory experience to the role. Prior to his move to Nevada, he served at the Washington Office of the Insurance Commissioner for 12 years, where he held several leadership positions, including deputy commissioner of rates, forms, and provider networks.
His career also includes time in the private insurance sector, where he worked for national property and casualty carriers. His roles in that segment of the industry ranged from agent and adjuster to compliance manager, offering a cross-section of experience from both the regulatory and corporate sides of insurance operations.
The Nevada Department of Business and Industry confirmed Gaines’s appointment but has not released any information about Kipper’s departure. Requests for comment from the Division of Insurance were not returned.
Kipper had returned to the commissioner role in February 2023. He had served in the same position twice before, first from 2008 to 2010 and again from 2011 to 2015. His most recent tenure lasted less than two years.
The Nevada Division of Insurance oversees a range of responsibilities, including licensing, rate filings, compliance monitoring, and consumer protection. It also regulates the state’s property and casualty, life, and health insurance markets.
