In Arkansas, the state’s reporting insurance entities will apply the National Association of Insurance Commissioners (NAIC) Accounting Practices and Procedures Manual (APPM) for Annual Statements as of December 31, 2026, which must be filed with the Arkansas Insurance Department on or before March 1, 2027, the Department said in a February 24 bulletin.
The Arkansas Insurance Commissioner’s bulletin also describes an intent to adopt “the amendments, revisions, or modifications” to the APPM as of March 2025.
The Arkansas Insurance Department framed the bulletin as a statutory notice under Ark. Code Ann. § 23-63-613, stating the notice is required to allow the Arkansas Insurance Commissioner to specify use of the applicable APPM no sooner than eight (8) months after distribution of the required statutory notice. The Department also directed that the bulletin replaces all previous annual bulletins regarding use of the Accounting Practices and Procedures Manual.
For insurance professionals operating in Arkansas domestic entities – specifically licensed domestic insurers, domestic health maintenance organizations (HMOs), domestic hospital and medical service corporations, domestic title insurers, and other domestic insuring entities reporting to the Arkansas Insurance Commissioner – the operational implication stated by the Arkansas Insurance Department is that the prescribed APPM referenced in the bulletin is tied to preparation and filing of the December 31, 2026 Annual Statement due by March 1, 2027 with the Arkansas Insurance Department.
