Daria Avdeeva has been elected chair of Skuld's International Group (IG) Compulsory Insurance Committee, effective from Jan. 15, 2026.
Avdeeva, who has been a member of the Compulsory Insurance Committee since 2019, also served as corporate legal counsel of the global marine insurer. Prior to working for Skuld, she worked with international trade and structured finance for SEB and Cargill in Russia. She was recently appointed senior vice president, legal and industry liaison for the company.
A new responsibility
In her role, Avdeeva will be responsible for leading the committee's assessment of both procedural and substantive issues linked to compulsory insurance regimes, including overseeing the analysis of new regulatory initiatives and ensuring that the IG's approach remains consistent with its policy framework and operational capabilities.
Avdeeva's appointment comes at a time when compulsory insurance requirements continue to expand, driven by developments in maritime regulation and increased scrutiny of shipowner liabilities. This is why the committee's work remains central to managing regulatory risk and ensuring continued access to compliant insurance solutions across international markets.
What the committee does
The IG Compulsory Insurance Committee oversees proposed and existing legal requirements relating to compulsory insurance and financial security obligations imposed on shipowners. These requirements cover liabilities that fall within the scope of protection provided by International Group P&I clubs, including obligations arising under the Maritime Labour Convention.
The committee's work focuses on ensuring that IG clubs are able, where appropriate, to provide insurance cover and the associated certification needed for shipowners to meet compulsory insurance and financial security rules, including monitoring legislative developments across multiple jurisdictions and assessing whether new or amended requirements are compatible with the mutual insurance structure of the IG clubs.
In addition, the committee engages with governmental and intergovernmental bodies during the legislative process, particularly where proposed measures may affect the availability or operation of compulsory cover.
Once new compulsory insurance or financial security regimes are adopted, the committee develops guidance on compliance, including the processes and documentation required from clubs and their members. This guidance is intended to support shipowners in meeting regulatory obligations while maintaining alignment with club rules and underwriting practices.
