Independent re/insurance broker Miller has appointed Elisabeth Chalon Lambertin (pictured above, left) and Toni Beltzer (pictured above, right) to expand its surety business in Europe, with both hires based in Paris.
The two will report to Arnaud Froideval, head of credit and surety and political risks for Miller Europe. Miller said the hires are part of a broader effort to build out its surety offering for European clients.
Chalon Lambertin and Beltzer join from Transitions, a surety broker focused on surety, construction and real estate, which they co-founded in 2023.
Before launching Transitions, Chalon Lambertin served as head of surety for Aon France. She also held chief legal officer roles at insurance groups including Groupama and Natixis for more than a decade, and has worked across broking, underwriting and legal functions in the surety bond and financial guarantee market, with an emphasis on construction and real estate, Miller said.
Beltzer has experience in surety and finance products tied to construction and property development, with prior roles at Groupama and BPCE, according to Miller.

Miller said Chalon Lambertin will lead the firm’s surety offering in Europe, with a focus on France. She will be supported by Beltzer as producer broker and Elodie Dancette as account executive.
The broker said its surety offering will apply across sectors including construction, real estate, energy, renewable energy and commodity trade finance, with solutions deployed locally or internationally.
Froideval said the hires come as Miller expands its credit, surety and political risk platform. “As the surety market continues to evolve, Elisabeth and Toni will be excellent additions to the team as we further build on our credit, surety and political risk offering,” he said.
Froideval said the Paris expansion is intended to complement the firm’s London surety operation and widen the product set available to clients. He said Miller plans to offer “a valuable alternative to bank guarantees.”
The surety hires add to Miller’s wider push to build out its European platform, where the broker has been staffing up across both insurance and reinsurance lines.
Earlier this year, Miller named Vincent Foucart as a managing director in its reinsurance division with responsibility for business development across Western Europe, tying Paris growth to a broader regional strategy that also spans treaty and specialty work.
Chalon Lambertin and Beltzer said the hires follow other recent moves by the broker in France. “It is an exciting time to join Miller as they continue to expand their offering across Europe,” they said.
They also referenced Miller’s recent leadership addition in the country. “Miller’s presence in the French market has gone from strength to strength, including with the recent appointment of Rodolphe Menn as Head of France,” they said.
Miller has been making similar practice-leadership moves in other specialty areas, as it builds coverage options that sit alongside credit and surety-related client needs. In October, the broker appointed Nick Taylor as head of direct P&I, an example of how it is adding dedicated leaders to develop specialty teams and broaden client service capabilities across markets.
