The Hartford has announced leadership changes within its middle & large business segment, with two appointments aimed at its large & complex business line.

Mike Low (pictured above, left) has been named head of captive solutions, where he will oversee the company's single parent and group captives operations. Low, who has more than 20 years of experience in commercial and specialty insurance, previously led The Hartford's complex liability solutions business line within the middle & large business unit.

In his new position, Low will be responsible for working with brokers, captive managers, and boards to design and govern programs. The Hartford said the role involves addressing the risk, capital, and governance requirements of captive clients.

Dave Mendes (pictured above, right) has been appointed to lead both Hartford excess solutions and complex liability solutions, consolidating oversight of the company's excess and complex casualty businesses under a single leader. Mendes most recently served as head of Hartford Excess Solutions.

The Hartford said the combined role is intended to align strategy across its large & complex casualty portfolio and provide consistency in underwriting approach. Mendes will focus on delivering a unified strategy across excess and complex casualty lines while maintaining broker and client relationships.

The appointments are also part of a broader series of leadership changes at The Hartford. Earlier this month, the company named Pete Hill as chief underwriting officer of its small business unit, while Mike Russo moved into an expanded role overseeing underwriting strategy across wholesale and international operations.

Peter Burns, head of large & complex in the middle & large business unit at The Hartford, said the two executives bring underwriting discipline and a focus on customer needs.

"Mike Low and Dave Mendes are builders and leaders who pair disciplined underwriting with curiosity and a customer-first mindset," Burns said. "With Mike and Dave at the helm, we'll ignite the next chapter of growth for The Hartford, deepen broker partnerships, and deliver even greater value for our customers in 2026 and beyond."

Low's previous role leading complex liability olutions will now fall under Mendes' expanded responsibilities.
