Preferred Employers Insurance has appointed Kimberly Wagner as assistant vice president of Product & Underwriting. 

Wagner brings more than 25 years of experience in underwriting, operations and product development, with deep expertise in multi-line small commercial and middle-market underwriting, as well as workers compensation claims product development. 

In her new position, Wagner will oversee operations and management of Preferred Employers' core and middle-market segments. She will also help shape the company's distribution strategy, ensuring it aligns with customer needs while driving profitability. Her collaborative approach and experience scaling operations are expected to support the company's ongoing efforts to expand its presence in California's workers compensation market.

Senior vice president Eric Hansen said Wagner’s appointment strengthens the company’s capacity to deliver tailored solutions to California employers while maintaining operational efficiency. He added that her strategic perspective and product expertise will help the company grow intentionally while staying focused on its mission as a preferred workers compensation provider in the state.

A competitive market

California’s workers compensation market remains competitive, with rising claims costs and evolving regulatory requirements putting pressure on insurers to balance coverage, pricing, and operational efficiency.

Wagner’s appointment comes at a time when carriers are emphasizing specialized underwriting expertise and operational excellence to navigate these market dynamics. By bringing in a leader with deep knowledge of multi-line commercial insurance and claims product development, Preferred Employers is positioning itself to better serve small and mid-sized businesses while managing risk exposure.

Outside of her professional work, Wagner serves as chair of her community's Arts & Culture Commission, reflecting a commitment to local engagement and leadership beyond the insurance sector. 

Her arrival signals continued investment in leadership that can drive growth, innovation, and market responsiveness, strengthening Preferred Employers’ position in California’s evolving workers compensation landscape.
