Pine Walk, the specialist managing general agent platform of The Fidelis Partnership, has launched Mezura Capital, its 17th business unit, to provide strategic capital solutions for insurers and reinsurers.

The new entity is headquartered in Bermuda and remains subject to regulatory approvals. Shireen Gammoh (pictured above) has been appointed CEO.

Gammoh joins from Howden Re, where she served as managing director in the legacy and structured solutions team. She brings nearly two decades of experience across Bermuda, London and the US in retrospective and structured reinsurance, capital solutions and alternative insurance-linked securities.

Mezura Capital will offer whole account solutions, structured casualty and specialty arrangements, as well as retrospective solutions including combined prospective and retrospective covers. The unit aims to meet rising demand for flexible and bespoke capital management tools from large specialty insurers and reinsurers.

Pine Walk recorded $1 billion in premium across 16 cells in 2025, up from $0.9 billion across 11 cells the previous year. Five new cells were launched during the year, including Carnovis Specialty, which targets alternative risk transfer and structured reinsurance solutions, Imala Re, a Miami-based unit focused on Latin American and Caribbean reinsurance, and Corsiam Specialty in accident and health.

Founded in 2017, Pine Walk provides custom underwriting, operational and regulatory frameworks that allow specialist teams to focus on innovative products while drawing on the support and infrastructure of The Fidelis Partnership.

The addition of Mezura Capital brings the total number of businesses on the platform to 17.

Michael Davern, UK chief underwriting officer and group head of delegated and facultative property and energy at The Fidelis Partnership, said the launch addresses increasing demand for innovative capital solutions in a fast-changing global risk environment.

He noted that Gammoh’s deep expertise and international experience position her well to build the offering at scale.

Gammoh said she was excited to launch the business at a time when large specialty insurers and reinsurers are seeking nimble, long-term strategic partnerships.

She added that the Pine Walk platform, backed by The Fidelis Partnership’s reputation for underwriting leadership and innovation, made it a highly attractive opportunity.
