CHES Solutions Spécialisées has named Virginie Boucher (pictured) as senior vice-president of its Division du Québec, the managing general agent (MGA) announced.
Boucher, who has been with CHES since 2022, specializes in professional liability underwriting with a focus on technology, cyber, and directors’ and officers’ insurance. In her new role, she will work to expand CHES’s presence in Quebec, strengthen relationships with local brokers, and enhance the MGA’s underwriting capabilities. She will report directly to Gary Hirst, president and CEO of CHES.
Hirst said Boucher’s track record within the company made her a clear choice for the promotion.
“Virginie consistently demonstrates CHES’s commitment to delivering forward-thinking insurance solutions backed by expert underwriting and a broker-first philosophy,” Hirst said. “Her hands-on approach and ability to balance technical precision with meaningful broker relationships have been the cornerstone of her success, and we’re thrilled to recognize her performance with a well-deserved promotion.”
Boucher brings expertise in commercial insurance across the risk management sector, including professional medical malpractice and technology and cyber underwriting. She cited the evolving nature of the Quebec market as a key motivation for her new mandate.
“I’m excited to continue contributing to the CHES Division du Québec and assume more leadership responsibility as we move into our next chapter of growth and development,” Boucher said.
The appointment comes as the Canadian cyber insurance sector is expanding. According to Aon’s Fall 2025 Canadian Insurance Market Update, abundant capacity across North America contributed to a favourable reinsurance environment at the start of 2025, reinforcing buyer-friendly conditions in the Canadian marketplace. The report noted a roughly 15% average decrease in rates year-over-year in 2024, driven by increased competition among insurers.
“The Quebec market is rapidly evolving, and our brokers need partners who can understand their realities and get creative with solutions,” said Boucher. “My mission is to ensure that Quebec brokers see CHES not just as a market but as an extension of their own team.”
