The Ontario Securities Commission (OSC) has issued a temporary cease trade order against Adam Joseph Arquette and his company, Arquette Insurance and Wealth Management (AIWM), following allegations of possible securities law violations involving unregistered trading and advising, as well as suspected fraud.
The regulator stated that neither Marquette nor AIWM is registered with the OSC and therefore is not authorized to engage in securities trading or advisory activities in Ontario. The order immediately prohibits both parties from conducting further trading in securities while the investigation continues.
The move underscores the OSC’s ongoing efforts to safeguard investors from unlicensed operators who may attempt to market investment products under the guise of insurance or wealth management services. It also serves as a warning to insurance brokers and financial advisors operating in overlapping sectors that proper registration and compliance with securities laws remain essential.
For the broader market, the cease trade order highlighted the increasing regulatory vigilance around dual-licensed financial services. With more insurance professionals expanding into investment advice and wealth management, regulators have been stepping up enforcement to prevent cross-sector misconduct and ensure consumer protection.
The OSC’s investigation is expected to influence compliance reviews within the insurance and wealth advisory community, prompting firms to reassess licensing structures and client communication protocols to avoid potential violations.
The regulator also urged investors to verify the registration of any individual or firm offering investment or financial advice by consulting its public database or contacting its Inquiries and Contact Center.
While the TCTO is temporary, it sends a clear signal that unauthorized investment activity, especially by those presenting themselves as insurance or wealth management professionals, will be met with swift regulatory action to maintain market integrity and investor confidence.
