The Financial Services Regulatory Authority of Ontario (FSRA) has launched enforcement action against insurance agent Hardeep Minhas for allegedly violating the Insurance Act and its regulations.
According to FSRA, Minhas provided a rebate to an insurance applicant as an incentive to purchase a policy, a practice prohibited by the Unfair or Deceptive Acts or Practices (UDAP) rule. Such actions are considered a form of inducement that can distort fair competition among insurance agents and undermine consumer confidence in the marketplace.
The regulator is proposing to impose an administrative penalty of $3,000 against Minhas. He has requested a hearing before the Financial Services Tribunal to dispute the proposal, as is his right under Ontario’s regulatory framework.
The case is the latest in a growing series of enforcement actions by FSRA aimed at strengthening market integrity and holding insurance professionals to account for non-compliance. The regulator has recently taken similar measures against Daumier Financial Services Inc., operating as Daumier Financial Services Ltd., and two of its principals, Carlos Daumier De Zayas Benitez and Liset Jimenez Rodriguez. The regulator alleged that the firm and its principals made false or misleading statements during insurance solicitations and registrations.
In that case, FSRA is proposing administrative penalties totalling $800,000 against the company and $400,000 each against the two individuals. All three have requested hearings before the Financial Services Tribunal.
FSRA has also moved to block the license renewal of Derek Chapman, a life, accident, and sickness insurance agent, citing concerns about his suitability, character, and reputation. Chapman has similarly requested a hearing to challenge the regulator’s decision.
Together, these actions signal FSRA’s intensified scrutiny of compliance practices across Ontario’s insurance sector, reinforcing its focus on consumer protection and ethical conduct.
