Ontario's Financial Services Regulatory Authority (FSRA) has initiated enforcement action against Gordon Kimberley Hinkson and his firm, Ocean West Financial Group, citing multiple breaches of the province's Insurance Act.
Hinkson, who serves as president and designated agent of Ocean West, is accused of acting as an insurance agent without being duly licensed. FSRA also alleged that both Hinkson and Ocean West provided false information to the regulator.
As a result, FSRA is proposing to refuse the renewal of their insurance agent licences and to impose administrative penalties totaling $110,000 — $60,000 against Hinkson and $50,000 against Ocean West. Both parties have requested a hearing before the Financial Services Tribunal.
The case adds to a series of recent enforcement actions by FSRA aimed at strengthening compliance and accountability in Ontario’s insurance sector.
Earlier this year, FSRA levied penalties of $133,500 against advisor Daniel George Gordon and $150,000 against Gordon Wealth Management Limited. In that case, the regulator found Gordon had used coercion or undue influence to secure insurance business, provided false or misleading information, and failed to maintain required errors and omissions insurance or a financial guarantee. Gordon Wealth Management was also cited for coercive practices.
In another decision, FSRA imposed an administrative penalty of $10,000 and licence conditions on Ishaan Ahuja, following a ruling by the Financial Services Tribunal. The Tribunal determined that Ahuja was not suitable to be licensed unconditionally under the Insurance Act after providing false information on applications and failing to meet the required standards of good character and reputation.
Together, the Hinkson, Gordon, and Ahuja cases highlighted the FSRA’s stepped-up approach to enforcement and its focus on maintaining the integrity of the province’s licensing framework. Regulators are increasingly making clear that unlicensed activity, misleading disclosure, and character-related suitability issues will not be tolerated.
